Karreenga Prison is a medium-security, standalone correctional facility, located adjacent to Marngoneet Correctional Centre. The works on the 20-acre site involved the construction of 14 separate buildings and associated infrastructure, including site services, external carparking, recreation areas and complex security systems.
Accommodation Units: Four single-storey and four double-storey DDA compliant prisoner accommodation blocks; each unit in the accommodation building is self-contained, with a shared lounge room, meal area and kitchen.
Gatehouse and Visitor Building: Prison gatehouse, main reception with x-ray scanning and metal detection facilities and visiting centre including a children’s playground. This building also houses the Master Control Room.
Management Unit and Sally Port Building: The Management Unit houses management cells, an observation cell and a vehicle sally port. The building provides facilities for administration and operations staff, and houses an emergency control centre; which can be controlled remotely in the event of an emergency.
Administration and Health Building: Prisoner reception, holding cells, storage rooms and processing area for new prisoners. This building also contains medical, dental and pharmaceutical facilities, as well as a general store.
Offender Services Building and Program Building: Both buildings are used for prisoner welfare and include a library, facilities for education, training, programs and counselling, a gymnasium, and a multi-faith chapel.
Food Industries Building: The large commercial kitchen and training area is used to educate and provide inmates with work experience, whilst providing meat processing and bakery supplies to other prisons throughout Victoria.
External Works: Perimeter fencing and installation of security and lighting systems including a sterile zone, energized fencing, vibration detection, biometrics access systems for staff and visitors, motion detection, access control, intercom, mobile and fixed duress systems which all connect to the Master Control Room; staff and visitor carparks; internal emergency and security access roads, upgrade works to Bacchus Marsh Road including new slip turning lanes and street lighting; recreation areas including tennis and basketball courts, football oval, external gymnasium; and horticultural areas.
Despite various changes in scope and latent conditions, this multi-disciplined and complex project was successfully delivered on time and budget.
