The Kareenga Prison located near Lara in Victoria is a medium security, standalone correctional facility providing accommodation for just under 300 male prisoners.
The works on the 20 acre site next to Barwon and Marngoneet prisons consisted of the construction of 14 separate buildings and associated infrastructure including site services, external carparking, recreation areas and complex security systems as described below:
Accommodation Units - 4 No. single and 4 No. double storey DDA compliant prisoner accommodation blocks, each containing 6 x 6 bedroom units and each housing 36 prisoners. Each unit in the accommodation buildings is self-contained and includes a shared lounge room, meals area and kitchen.
Gatehouse and Visits Building - Prison gatehouse, main reception and visiting centre which caters for both contact and non-contact visits including a children’s playground. The main entry has X-Ray scanning and metal detection facilities similar to that in airports. This building also houses the Master Control Room which manages all of the services throughout the prison includes the various components of the complex security system.
Management Unit and Sally Port Building - The Management Unit houses 5 No. management cells, 1 No. observation cell and a vehicle sally port. This building also provides facilities for administration and operations staff including prison management. There is also an emergency control centre which is linked to the Master Control Centre so that critical security elements can be controlled remotely by key operations staff in the event of an emergency.
Administration and Health Building - Prisoner reception, holding cells, storage rooms and processing area for newly arrived prisoners. This building also has a health section which contains medical, dental and pharmaceutical facilities and also a general store.
Offender Services Building - This building is used for prisoner welfare and has education, counselling, programs, training facilities and a library. There is also a multi-faith chapel.
Programs Building - Similar to the Offender Services Building, this building is used for prisoner welfare but also incorporates a gymnasium.
Food Industries Building - This building contains a large and comprehensive commercial kitchen and training area that is used to train and educate inmates in meaningful work experience whilst providing meat processing and bakery requirements to other prisons throughout the State.
External Works - Perimeter fencing and installation of security and lighting systems which includes a sterile zone, energized fencing, vibration detection, biometrics access systems for staff and visitors, CCTV, video motion detection, access control, intercom and mobile and fixed duress systems which all link back to and are managed at the Master Control Room. Staff and visitor carparks, internal emergency access and security access roads. Recreation areas including tennis court, basketball court, football oval, external gymnasium equipment and horticultural areas. Upgrade works to Bacchus Marsh Rd including new slip, turning lanes and street lighting.
This multi-disciplined and complex Project was delivered on time and on budget despite many changes in scope and latent conditions.
